II. TOURNAMENT RULES: FIFA laws apply to all games with the following modifications approved by the
CCCC Tournament Committee:
- Ball Size: U9, U10, U11, & U12 use # 4 size ball. U13 and above use # 5 size ball.
- Number of Players on the Field: U9 - U12 Age Groups – Eight (8) for each team, including the goalkeeper; U13 - U16 Age Groups - Eleven (11) for each team, including the goalkeeper.
- Game Length: Fifty minutes consisting of 25 minute halves with 5 minutes half-time rest. Referees are responsible for keeping time and may add additional time in consideration of injuries at their sole discretion. In no case may a game continue if it interferes with the next scheduled game start time.
- Shin Guards are mandatory.
- No jewelry or casts of any kind are allowed.
- Maximum three (3) coaches per team to remain within ten yards of midfield line.
- Teams must be on one side of field with spectators on opposite side.
- The minimum number of authorized players ready to play at start of game per team is 8. Failure to place minimum number of authorized players on field within 10 minutes of scheduled start time will result in a game forfeit to the opponent with a score of 4-nil.
- Team listed first in each game is the home team and is responsible for wearing alternate colored jerseys (pinnies are acceptable) when and if required.
- Substitutions are allowed:
- Prior to a goal kick by either team
- After a goal is scored by either team
- At half-time
- Prior to a throw-in in your favor, or if the other team substitutes on a throw-in in their favor.
- After a caution or injury. Substitution for player involved in injury or caution only.
- Any player ejected from a game will be ineligible to appear in the next CCCC Tournament game. Ejected players cannot be substituted for.
- Any coach ejected from a game shall be ineligible to participate in the remainder of the tournament. No exceptions.
- Ejected players, coaches, or supporters must immediately leave the playing field area for the remainder of the match. Failure to comply with this rule will result in a game forfeit to the opponent with a score of 4-nil. Any team receiving three red cards in a game will result in the forfeit of the game to the opponent with a score of 4-nil.
- Forfeited games for any reason will result in the award of the game to the opponent with a score of 4-nil.
- In the event of conditions beyond the CCCCTC’s control, final decisions with respect to game cancellations, terminations, reduction in the length of games, shall lie solely with the CCCCTC. Any game terminated after one-half is completed will be considered official and the score final. Regardless of weather conditions, coaches and players must appear at the field ready to play unless advised by the CCCCTC.
- Only the referee or the CCCCTC may cancel or postpone a game. All CCCCTC decisions are final.
III. ROSTERS/ELIGIBILITY:
- All players must be born on or after August 1st of their age group classification.
- Teams must be properly registered and in good standing with their State or National Soccer Assn.
- All players and coaches must be USSF registered and have roster & passes presented at registration and available at each game for review.
- Any team using ineligible players will forfeit games already played and be disqualified from the competition.
- Up to 4 players may double roster on 2 teams as long as the teams are not in the same bracket. (example: u12 div A, u12 division b). However, if the 2 teams are combined into one bracket because of shortage of teams in that age group, the double rostered player(s) must choose one team to be rostered on. Tournament committee approval is needed for more than 4 players. NOTE: Any team found with more than 4 players double rostered w/out committee permission will be disqualified from the tournament.
IV. PLAYOFF ROUND SELECTION PROCESS-(U-11, U-12, U-13, U-14, U-15, U-16):
- The tournament will consist of two rounds including playoffs.
- Teams will be awarded 3 points for a win and 1 point for a tie. There will not be any overtime in round one.
- Each team will play a minimum of three games in round one. Results of round one games and the number of teams per division/ bracket will determine how many teams and which teams advance to the playoff round.
- Playoff Selection process: The number of teams to advance to the playoff round will be determined by the size of the division. For a division of five or less, 2 teams will advance; for a division of six or seven, 3 teams will advance; for a division of eight or nine, 4 will advance; for a division of ten to thirteen, 6 will advance; for a division of fourteen or more, 8 will advance.
- Teams with 4 games: Any division with an odd number of teams in it will necessitate one team to play a fourth game in order for every team in the division to play the guaranteed three games. The team to play a fourth game will be chosen at random by the scheduler. After the chosen has played all four games, their points total will be divided by 4 to obtain their points per game score. This will then be multiplied by 3 to get a total points score that accurately reflects how many points the team would have averaged if they had played three games.
- Any team that forfeits a game may be declared ineligible for the playoffs, based upon review and decision of the CCCCT committee. Decisions are final and not subject to protest.
- In case of a tie in points the following criteria for tie breaking will be used:
- Result of head to head competition (if more than two teams are tied for points for play-off spot, head to head will not be used, proceed to B.).
- Fewest goals against.
- Highest total goal differential goals for / minus goals against, to a maximum of 4 per game.
- Result of head to head competition vs. next lowest place team.
- Result of head to head competition vs. remaining first round team.
- Knock out competition according to FIFA Penalty Kick procedure under the supervision of the Referee’s Committee.
- Round Two Playoff Game Rules: If tied at the conclusion of regulation time there will be one 10 minute Sudden Death (next goal wins) overtime period. If tied at the conclusion of the 10-minute overtime, the game will be decided by FIFA Penalty Kick competition. Only players on the field at the conclusion of the overtime will participate in the penalty kick process. If tied after 5 kicks, teams will continue taking alternate kicks. Each player including keeper must participate before any player is permitted to repeat.
V. SPECIAL U-9 and U-10 TOURNAMENT 8 v 8 RULES:
- No more than 8 players per team are allowed on the playing field.
- Punts or throws by the keeper must touch the ground before crossing the halfway line.
- There will be no offsides.
- Penalty kicks will be used in this 8 v 8 format and taken from the 10 yd spot in front of the goal.
- Results of games played will not be recorded.
VI. CANCELLATION POLICIES:
Team Cancellation Policy:
- Registration opening to Feb 1st - $50 Cancellation fee
- Feb 1st to April 1st ‑ $100 Administration fee
- After April 1st - NO REFUND
Tournament Cancellation Policy:
In the event the entire tournament is cancelled, the tournament's policy is to refund entry fees after all costs are covered.

REFEREE OR TOURNAMENT COMMITTEE DECISIONS ARE
FINAL.
NO PROTESTS WILL BE CONSIDERED.
